Where does Ciconte Wasserman practice law?

Ciconte Wasserman is a Wilmington, Delaware law firm that represents people in personal injury, employment law, workers' compensation and bad faith insurance cases, and is licensed in Delaware and Pennsylvania. Its service area is Delaware and Pennsylvania, and every case is run from its office at 1300 N King St, Wilmington, DE 19801.

The firm also represents businesses and creditors in collections and judgment enforcement.

Delaware and Pennsylvania

The service area follows the attorneys' licenses. Adam F. Wasserman, the managing partner, was admitted in Delaware in 2012 and in Pennsylvania in 2013, and he was born and raised in Delaware. Alisyn L. Davis, an associate, was admitted in both states in 2025. Edward T. Ciconte, an original founder of the practice and now Of Counsel, was admitted in Delaware in 1973 and to the U.S. District Court for the Eastern District of Pennsylvania in 1975.

Where the rules in the two states differ, Adam Wasserman's blog spells out the difference, from car insurance benefits to the categories that employment law protects.

Delaware courts

Adam Wasserman litigates in all Delaware courts: the Justice of the Peace Court, the Court of Common Pleas, the Superior Court, the Supreme Court and the federal district court. He was admitted to the U.S. District Court for the District of Delaware in 2013. Earlier, he served as a judicial extern to the Honorable Myron T. Steele, Chief Justice (Ret.), of the Supreme Court of Delaware, and as a judicial law clerk to the Honorable Sherry R. Fallon of the U.S. District Court for the District of Delaware.

Edward Ciconte has tried jury and non-jury cases to verdict in courts throughout Delaware.

Personal injury claims in both states

The firm handles personal injury claims in Delaware and in Pennsylvania. Its published guidance sets out where the two states line up and where they part:

In both states, a personal injury lawsuit generally must be filed within two years of the date of the injury or accident. Both states use PIP, so the injured person's own car insurance pays medical bills and lost wages first, regardless of who caused the crash. In Pennsylvania PIP can be waived; in Delaware it cannot be waived entirely. In Pennsylvania, drivers choose limited tort or full tort. Limited tort gives up the right to sue for pain and suffering unless the injury crosses a "serious" threshold. Delaware has no tort election. In Delaware, uninsured motorist coverage is generally included unless specifically waived. In Pennsylvania, insurers must offer it, but drivers can reject it. An injured person who was not more than 50% responsible can still recover in both states, with compensation reduced by that person's share of fault. When a driver from another state causes a crash in Delaware or Pennsylvania, the claim can be pursued in the state where the crash happened.

Employment and workers' compensation matters

The firm takes employment cases in Delaware and Pennsylvania on behalf of employees. Federal law protects categories such as race, color, religion, national origin, sex, age (40 and up), disability, genetic information and pregnancy. Delaware adds sexual orientation, gender identity, marital status, and status as a victim of domestic violence, sexual assault or stalking. Pennsylvania largely follows the federal categories. Delaware also has a whistleblower statute that protects employees who report their employer's legal violations.

Workers' compensation claims in Delaware fall under a no-fault system, so a worker who shares the blame for an injury is usually still eligible for benefits.

Insurance and collections matters

The firm brings bad faith insurance claims over auto, home and property policies in Delaware and Pennsylvania. These cover claims that were denied, delayed or underpaid, including homeowner claims for storm, water and fire damage.

On the creditor side, the firm handles collections for Delaware businesses and for national and local companies of all sizes. It litigates collection cases in courts across Delaware and enforces judgments through garnishments, levies, sheriff sales and replevins.

Working with the Wilmington office

The office is in downtown Wilmington, and the firm is made up of three attorneys and a legal support team. Clients work directly with their attorney from the first conversation, and each step of how the firm handles a case is explained to them in plain English.

Who the firm represents ranges from injured drivers, fired employees, injured workers and homeowners to creditors such as banks and medical providers. Across both states, the firm's services span five practice areas: personal injury, employment law, workers' compensation, bad faith insurance and collections.
